  2. Advancing Policy Making (EBPM and Personalization)
    The presentation proposed the implementation of evidence-based policy making (EBPM) and "broad listening" (2), alongside the realization of personalized administrative services, such as "personalized push" notifications for childcare support. Additionally, the proposal envisions a new policymaking process that enhances collaboration across departments and ministries using AI agents capable of analyzing data across various government meetings. 2: A method that uses AI to aggregate and analyze the voices of many citizens and stakeholders in real-time on a large scale.
  3. Breaking the "Zero-Risk" Mentality Inhibiting Data Utilization
    UENOYAMA pointed out a structural stagnation caused by a "zero-risk" mindset, wherein implementation often halts because of concerns that the data might contain personal information. To empower local officials and businesses to act with confidence, the proposal suggests establishing a "safe harbor" framework. This includes pre-clarified guidelines, third-party verification processes, and a post-implementation audit system. The goal is to balance protection and utilization by clearly defining the "operable range" permitted by the institutional framework, instead of sharing all information.
